Excerpt from Geneva, 1921: An Account of the Second Assembly of the League of NationsThe League did something to modify its own constitution by amending the Covenant, developing fresh activities, adding new members. This will be discussed under the heading, The Fabric of the League. Such issues as disarmament, the use of the economic weapon of the League and the Court of Inter national Justice fall under the title, Barriers against War. The title, Territorial Problems, tells its own tale. So, very largely, does International Action' covering the common humanitarian activities of members of the league.
