Continuing their vendetta, the Commissioner and his Deputy reassigned Captain Mickey Devlin from CIB, "the black hole for commanders, " to a patrol district in the middle of a highly publicized corruption probe. Within the first few hours of his new command, Mickey responds to a hostage situation involving an enraged parishioner from a "cop family" and a beloved monsignor.
