Excerpt from The Pennsylvania Journal of Prison Discipline and Philanthropy, 1845, Vol. 1: Published Under the Direction of "the Philadelphia Society for the Alleviation of the Miseries of Public Prisons"We have mentioned that the Eastern Penitentiary was sur rendered to the Inspectors in 1829. The following year (april 3, 1830) an act was past directing sundry alterations in the plan of the Western Penitentiary, so as to admit of labour in separate cells, and in 1832 an appropriation was made, by Act of Assembly, for the purpose of taking down the cells, which had been erected with a view to unemployed labour, and build ing 184 cells suitable for separate labour, as practised at the Eastern Penitentiary.
