Excerpt from 1955 Legislative Budget of the State of MontanaExpenditure requirements as presented herein have been established in compliance with the Statute which requires: Said tentative budget shall be so designed and prepared as to provide for the maintenance of essential governmental services required under the constitution and laws of the state at a total cost within the limits of the anticipated revenue of the state with particular regard to the last preceding appropriation made by the legislative assembly, and shall separately set forth proposed expenditures approved by the Controller, if any, requiring appropriations in amounts greater than said last preceding appropriation. Revenues are estimated on the basis of what appears to be the most reasonable forecast of economic conditions.
