Excerpt from 1957 Legislative Budget of the State of MontanaThe agencies financed by dedicated funds are by law declared self - sustaining and their incomes are available only for their operations. Hence, these units are now excluded from consideration save as to the individual programs. In short, the basic problem boils down to one of balancing general fund appropriations with general fund receipts.It was realized that general fund revenues collected under existing laws would not be sufficient to meet the requirements for general fund purposes. To hold the general fund appropriations within the limits of the anticipated revenues with parti onlar regard to the last preceding appropriation, the general fund appropriations were reduced to minimum needs and in many cases reduced to the point where much needed services were eliminated. If sufficient funds can be found, it would be well for the Legislature to give serious consideration to these needs and to provide funds for those deemed essential.Appropriation requests for non-recurring items and buildings are not included as budgeted items.
