It's October and the Presidential election campaign is heating up in a politically divided United States. Two term incumbent President Thomas Bennett's administration is ending in failure as partisan gridlock paralyzes Washington and renewed threats of international terrorism mount. In New York City, Mayor Peter Nutting faces certain defeat in a recall election after only two years in office as the once vibrant city descends into chaos under his inept leadership. Hudson's efforts to solve the crimes relentlessly draw him into the murky worlds of limitless wealth, unchecked power and political intrigue, worlds that he is ill-equipped to understand. But with unexpected help from Leviticus Welles, a quiet, middle aged victim of the Great Recession who is finally finding renewed hope and perhaps love in his life, he begins to peel back the layers of a monstrous plot that threatens not only his city, but his country as well. It's a race against time for Sergeant Hudson. A race he can't afford to lose.
