The Fathers did rely on reason when experience failed them. Hence any interpretation of their work that is to rise above mere description will have to take into account their rational princi ples of government, that is to say, their political theory. Experience was the raw material with which they worked, but in shaping this material into beautiful and permanent form they were guided by cer tain great architectonic principles for which they were indebted to political theory. There were many compromises, indeed, the actual Constitution was, in a sense, heated in the forge of con¿icting inter ests and hammered out on the anvil of mutual concessions. But ever and anon there was a recourse to first principles.
