While the principle of multiple-use may develop projects which serve several concurrent purposes, we find that some reconciliations must be made in multi - purpose projects. Certainly ¿ood control would point to maintaining space in reservoirs in which to catch the ¿ood waters. But power and reclamation needs would require fairly full reservoirs to provide water for irrigation and power.
The most serious con¿ict, however, comes when power, reclamation and ¿ood-control projects are proposed to be located in national parks, monuments, wilderness and wildlife areas, for these areas have been set aside by Congress and Executive Order to exclude these very uses. In proportion to the total area of the United States, these reservations constitute a fraction of the whole, so that there is ample opportunity for development of water supplies, power, reclamation and ¿ood con trol, outside Of the areas which are being protected from such uses.
