Excerpt from Annual Report of the Commissioner of Mental Diseases: For the Year Ending November 30, 1930The Department has general supervision of all public and private institutions for the mentally ill, feebleminded, epileptic and for persons in private hospitals addicted to the intemperate use'of narcotics and stimulants. It has the right to make investigations and recommendations as to any matter relating to the classes under care, but the local administration of each State institution, however, is under the control of its own Board of Trustees appointed by the Governor and Council.The direct powers of the Department concern the inter - relations of institutions and matters Which are common to them all, such as the distributions and transfers of patients between them, deportation of patients to other states and countries, claim to support as state charges in institutions, etc.The work of construction under special appropriations for new buildings and unusual repairs is under the control of the Department, and also expenditures of money for such purposes. The Department is required to prepare plans for build ings and also to select land to be taken by the Commonwealth for new or existing institutions.All requirements for maintenance appropriations are analyzed by the Depart ment.The statutes relating to the Department of Mental Diseases are to be found in Chapters 19 and 123 of the General Laws.About the PublisherForgotten Books publishes hundreds of thousands of rare and classic books.
