Excerpt from Annual Report of the Commissioners of the District of Columbia, Vol. 4: Year Ended June 30, 1910, Report of the Board of EducationFor the school year ending June 30, 1910, the membership of the board of education was affected by the reappointment for three years of Mr. William D. Hoover and Mrs. Ellen Spencer Mussey. Rev. William V. Tunnell entered on duty as a member, succeeding Mr. John F. Cook, whose term had expired. In September, Mrs. Justina R. Hill presented her resignation to the justices of the Supreme Court of the District of Columbia the vacancy resulting being filled by the appointment of Mrs. Elizabeth Hoeke. On July 1, 1909, the board was organized by the election of Mr. James F. Oyster as president and Mr. William V. Cox as vice president. During the year mr.'stuart mcnamara, assistant United States attorney, was relieved from duty as the board's legal adviser, by direction of the Attorney General, and his place filled by Mr. F.
