Spanish cruelty and rapacity have ever been at odds with the dominant spirit of our western hemisphere, and the decree for Spain's expulsion from the West Indies was writ large in the history of the nineteenth century long before the destruction of the "Maine" and the starvation of the reconcentrados hastened its execution.
