Excerpt from Bulletin of the National Association of Wool Manufacturers, 1906, Vol. 36 The agitation for what is called reciprocity is now being carried on with renewed vigor. During the past year it assumed a decidedly different Scope, enlisted new adherents, and is not new confined to Massachusetts. In tracing its progress, its new aspect, and wider field of operation it becomes evident that the effort to negotiate reciprocity treaties has been abandoned, and that retaliation, though dis claimed, will be the inevitable outcome of the course (if adopted) of those who proclaimed a year ago and still pro claim to-day the seeming of international commercial amity and good-will to be their mission. This contradiction of their profession by their works is due to the change from advocacy of reciprocity by treaty to a demand for the maxi mum and minimum tariff, which cannot be anything but retaliation, treating well those who treat us well and retaliat ing against those who treat us ill. To realize the present situation it will be necessary to take a View, in retrospect, of the movement as it began in Massachusetts, its growth dur ing 1905, and the present demand.
