Gerry, Chief of the Customs Division of the Treasury Department, the writer said: "The Commission was not sent abroad to conclude a bargain or to make promises, but after investigation and consultation to make a report of the differences and the demands. The hope of. the State Department is said to be that the American commissioners may 'be able to recommend some change in existing methods of administration of the Dingley act where it bears hardest upon German exporters.'"
