Robert retires from the Paterson, New Jersey Fire Department as a Battalion Chief. He took a job as Public Safety Director of the United States. He was forced to retire after two months, due to the fact he shot and killed a terrorist that murdered the President of The United States. He travels to Sint. Maarten to get away from the cold and relax from being hunted by the terrorist. The Governor of Saint. Martin asks him to help them find a killer who has murdered several local Islanders. His partner is a young female French Caribbean Marshal, She does not like Americans. It was her idea to ask the Director to help them solve the murders. She knows he is their answer to finding the killer. They travel to many islands in the Caribbean tracking the killer. The killer starts playing games with the Marshals. They discover that the United States Government is involved in a lot of questionable affairs throughout the Caribbean. They find most of the money that finance projects is being backed by the United States Government. He finds the killer might be also working for the United States. When they get close to the killer, the Director of the FBI has something that puts a twist in their investigation. He has to show his partner that not all American are like the tourist, she has been dealing with. He must keep his relationship with his partner professional without falling in love. They become very close sharing hotel rooms and swimming at a nude resort. He has to forget about being a firefighter and concentrate being a Caribbean Marshal. He has no formal training in police investigation. He has to use the street smarts he learned as a firefighter in Paterson.
