It includes the planning of towns, suburbs, villages, and any considerable urban, suburban, or even intimately related rural districts. Material other than that embraced under the above definition is included in this outline only when the subject-matter is treated or considered as having a definite relation to the city plan or its elements. For the purposes of this classification, planning includes re-planning, and the two are regarded as virtually synonymous. Current usage sanctions three different meanings for the phrase city plan: first, the form of organization scheme, conception - purely subjective, second, the drawings, graphic expressions of this conception, third, the physical city resulting from the carrying out of this conception, the scheme realized, these two latter uses being strictly objective. We use the phrase in only the first of these senses, the subjective - the scheme or form of organization.
