I have thought it better therefore to omit altogether a separate account of it. Besides, there are several easily accessible books dealing with such matters as Poor Law administration, County Councils and County Courts. My thanks are due to Mr. Armstrong of Queen's College, Oxford, for his advice and help, and to Miss Burrows of St. Hilda's Hall, Oxford, who has kindly read through the manuscript for me.
