The object sought to be accomplished by the reformatory system of punishment is the same as that in the system of deterrence, in so far as the latter kept any object in View. In theory, at least, both have in view the protection of society. The difference in the two systems, then, is not in the object sought to be accomplished, but in the methods and instruments used. Deterrence seeks to eliminate the criminal by wholes-ale executions, and to frighten others into obedience to law. The reformatory system would also eliminate the criminal, not by putting him to death, but by assist ing him to remove his anti-social instincts and tendencies, and re storing him to society an honorable and useful citizen.
