Some have called for a permanent increase in end strength. We do not believe this is wise. We continue to review the ade nacy of our mil1tary capabilities to ensure that we meet our Nation's security needs. End strength is a critical determinant of capability, but only one of many other factors. A permanent increase is not in the Nation's long-term interest.
