Excerpt from Education in Wisconsin: Biennial Report, 1920-1922 The average annual per capita cost, based on average daily attend ance, in the union free high schools of the state in 1920-21 was The corresponding cost in city high schools was The difference in these two figures is due chiefly to transportation charges and to smaller classes in the smaller schools. Per capita costs in high school has increased rapidly in recent years, keeping pace with the increased cost of living due chie¿y to the depreciation in the value of the dol lar. The average salary of teachers in the United States, which is the largest item in school costs, increased approximately 97 per cent from 1913 to 1922, while the. Cost of living increased in the same time about 73 per cent. The conclusion from these facts is that teachers' salaries are but little higher relatively now than before the war and that high school costs are on a level with the cost of living. A maximum tuition charge of two dollars per week or per school year of nine months, which represented a few years ago a fair average of the actual cost of educating a pupil in high school. Is now scarcely more than half that amount in most of the high schools of the state. As a rem'edy for this condition, which seems entirely unjust to those who support our high schools, it is proposed to charge a tuition equal to the actual per capita cost in the school attended. The importance of this item is indicated by the fact that about one-fourth of the high school pupils in the state are tuition pupils and the money involved is over a million dollars. Because the 'amount of state aid now received by individual high schools is much less than formerly and because it is not sufficient to adequately equalize the burdens of high school maintenance which is its primary purpose, it is recommended that this subject receive special attention from those in charge of school legislation.
