On a bleak Christmas morning, Police Officer Heather English patrols an Arizona canyon and discovers the newly elected governor, newly murdered. A note linking his death to a drug war also threatens Heather. Her uncle Mad Dog is involved, and someone has sent him a grisly gift. Meanwhile, Heather's father, a sheriff in Kansas, is alone on Christmas and decides to work at his office. On the way, he must confront an armed townsperson who wants to shoot the neighbors he suspects desecrated his holiday crche. When rumor gets out that the sheriff is seizing weapons, a militia is ready to stop him.
