The vision of the Internet has prompted politicians to influence the economic and social transition via an active technology policy. The technological development of society is a product of a complex interplay of technological, economic and socio-political opportunities and constraints. It involves multiple participants with diverse backgrounds and interests. During a fundamental paradigmatic change policy-makers face continuous challenges regarding the definition and implementation of effective and sustainable policies. Although this book predates the rise of eCommerce, it addresses themes of continuing present concern. Many of these remain politically unsettled, on national, supranational and especially international levels. For example, for secure payments, privacy, data protection and copyrights no international standards do yet exist. A discussion of the future global governance model has hardly been initiated. This book covers the early history of the Internet, discusses political actions in the United States, the European Union and Japan in the 1980s and 1990s and outlines future options for policy-makers.
