Excerpt from First Annual Report of the Bureau of Industrial Statistics of MarylandIt is with a full knowledge of the responsibility attaching to the proper performance of my duties that I have undertaken the work of this office. I have not lightly, nor without a due conception of the importance Of such a work in all of its bear ings, entered upon any part of it. Fully persuaded that such an office as this can and should be made a most important adjunct to the State government, I shall faithfully endeavor during my administration of it to place it upon such a basis that there may be assured to the people of the State the valuable results which it is their right to expect and my duty to give them.Every public office is created for the people who support it, not to benefit the individual who may be selected to administer it. I shall know no other line of conduct than to adhere Strictly to this policy, and'if thus, happily, I merit the public confidence, the future usefulness of the office may with reasonable certainty be assured. If the central idea, steadily kept in View, is the subordination of all to the common welfare, the consequent attainment of the greatest possible good on the lines marked out is inevitable.
