Excerpt from Fourteenth Annual Report of the Reclamation Service, 1914-1915The object of the reclamation law is home making lands - the conversion of desert tracts into self-sup orting agricul tural communities. This Object is not Obtained by t e construction Of irrigation works alone, however elaborate or efficient these may be in design and operation. In fact more difficult than the engineering problems involved in reclamation are those of settlement and suc cessful utilization of the irrigation system and water supply by the farmers. Obvious] without successful agricultural eveiopment a project ma be a ailure, regardless of the iperfection of the engineer ing work. Us even the sufficiency of t e water sup ly and suc cessful Operation of the irrigation system are only incr ental to the ultimate object sou ht by t e Government as well as the irrigator, and the success Of t e Govemment's undertaking is inseparably con useted with that of the water user.It follows that to show the¿year's progress in reclamation work it is necessary to show the res ts obtained by the farmer as well as those of the engineer. Reclamation is measured not in engineering units, but in homes and agricultural values. As the lprojects of the Reclamation Service have reached the stage of deve opment where water has been delivered to the farms an effort has been made to gather data showing the results accomplished by the irrigators. The collection of these statistics has gradually become sfystematized and is now known as the water-user census. Most o the figures are Obtained by the canal riders or patrolmen at the close of the Irrigation season, when the decreasing demand for water, while requiring their rounds for occasional deliveries, permits at the same time the collec tion of statistics from the water users by the employees of the service who are in closest touch with the farmers.
