While it is not my custom to make apologies, yet, in assuming to speak upon a subject -of so much importance, not only to the people of this State, but to the nation as well, I feel almost Oppressed in view of the responsibility under which I am placed. The question naturally arises, what are we seeking to ao complish by our efforts Is the object sought to be attained, one of such magnitude, as to demand the immediate attention of the people of this State? In other words, has such a condition of things arisen in the commercial world, as to imperatively require that the Canals of this State, shall hereafter, and for all time to come, be made free from tolls?
