The first chapter on "the Indian Industrial Problem" was originally written for "Science Progress" and is now reprinted by kind permission of Mr. John Murray. The other chapters are mainly selections from papers contributed to the Indian Industrial Conferences and to the South Indian Association and from articles written for the "Hindu, " whilst the two concluding chapters were originally addressed to the students of the Central Technical College, South Kinsington. A considerable amount of revision has been necessary to embody the results of more extended experience in dealing with the questions discussed.
To a large extent these papers are a record of the work done in Madras during the past ten years, but as there is a general similarity in the conditions all over India it is possible that they may be of assistance to those interested in the industrial progress of other parts of India.
Much controversy has raged round the question of the extent to which the State may directly intervene to promote the welfare of indigenous industries and as it is still sub judice with the Secretary of State, except in general terms any reference to it has been omitted as I hold strongly to the opinion that our industrial policy must be framed to suit the exigencies of the political situation.
