Excerpt from Legislative History: Public Law 85-99, S. 937The purpose of this bill is to allow railroads and other carriers, subject to part I of the Interstate Commerce Act, and water carrier's, subject to part III of the act, to establish rates over circuitous routes, regardless of their length, so as to meet competition of the same type over direct routes, without first filing requests for relief with the Interstate Commerce Commission.
