There are numerous able examinations of the question based on all the essential facts. It may nevertheless be remarked that from such expressions as have come down to us from members Of Congress it is difficult to escape the conclusion that, while grounds were not wholly lacking for suspicion, the majority of Congress had attained that state of mind that welcomed an excuse for an act concerning the honorableness of which they had doubts but Of the expediency of which they were wholly convinced, and that Burgoyne's petulant phrase, the public faith is broke was eagerly seized upon as offering them the very handle they desired.
