We are induced 'to make these remarks, lest it might be su posed that physical circum stances entered into the merits of tie subject, and the successful cultivation of the earthformed a prominent feature in the scheme. This latter, though undoubted] y highly essential, yet can only oc cupy a secondary position in the scale of means and resources of France, as Frenchmen consider the maxim true, which the Emperor J ulian publicly recognised, that it is the duty of a sove reign to provide his subjects with food.
