In offering this small contribution to the discussion of international problems which are now receiving universal attention, my only claim to be heard among so many who speak with recognised authority is that I have devoted half a lifetime of earnest thought to the subject. With a profound sense of the magnitude of the evils of war, but without any preconceived ideas as to the possibility of averting them, I have tried to discern the fundamental principle to which men owe the safety and justice which they enjoy individually, and to re-examine the problem of international relations in the light of that principle.
