It is found in the fact that the real turning point in both English and American history was not the close of the year 1700, a date merely marking the end of one cen tury and the beginning of the next, but rather the years 1689 - 1690. Conditions in the period intervening were essentially those of the eighteenth century. Therefore in the treatment of New York as an eighteenth century municipality we are justified in beginning at least as far back as 1689. But the conditions which existed before that date, and even as early as the close of the Dutch period, were not fundamentally different from those which were contemporaneous with the English Revolution.
