The remedy for the admitted evils resulting from the introduction into the body politic suddenly of so large a pro portion 'of ignorant electors, is not, it may be affirmed with certainty, to seek to deprive them of the franchise now se cured to them by constitutional guaranties.
That would be unjust and impossible. To the extent of protecting them in their equal rights as citizens, the faith of the Nation is pledged, and that faith, made sacred by the blood and treasure spent in the restoration of the Union, will be redeemed at every additional cost.
Neither will it promote relief, while not openly seeking that end, to approximate it indirectly, by a system of intimida tion and outbreaks of violence, in order to reduce them to a state of subserviency to those who claim to be the rightful ruling class.
