Excerpt from Outlines of Industrial and Social Economics For more than seventeen years the Liverpool Education Committee have provided at their Evening Continuation Schools courses in Citizenship. The syllabus covers a course of three years. In the previously published Outlines of Local Government and Outlines of Central Government, two of the three years are provided for, and the pages which follow are intended to complete the cycle. They have been prepared in collaboration by the teacher who first undertook the course, and by the teacher who has continued the work. While no attempt has been made to deal with temporary war legislation, it is hoped that the new legislation introduced into the work has been dealt with in sufficient detail for the student. The treatment of the subject is based upon the experience of both writers in the class-room. After a general introduction, an attempt has been made to follow the development of the home of the average citizen, to point out the various benefits which may result from a clear understanding of rights, and the great happiness which is the privilege of those who loyally discharge their duties. It will readily be understood that the preparation of this work from notes used in the class-room has necessitated very frequent reference to the works of many writers, impossible to detail, some of which are mentioned in the Bibliography. Our thanks are due to Professor F. Hall, M.A., Adviser of Studies to the Co-operative Union, Limited, who has revised Chapters XX and XXI. It can scarcely be hoped that so extensive a course has been dealt with without errors and omissions, and suggestions for the correction of which will be appreciated. It is hoped that the work will meet the requirements of the students of the course to be prepared in connection with the new Day Continuation Schools, of the wider studies of the University Schools of Social Studies, the Tutorial Classes for Workpeople, and be of service to the citizen in his home studies.
