For this purpose, our consti turion should be amended. It should be so done as to make regulation real and less possible of defeat. If regulation can not be made real, let us do away with it and return to competition. Competition does regulate, when regulation fails. I give the following illustration. Between Palo Alto and San Francisco or San Jose and way points, you can purchase a round trip on the Southern Pacific, for one fare plus one cent.
