The Royal Picture Gallery thus seems to have had its origin in the time of Queen Anne. Chalmers states that Queen Anne gave her portrait to every colony, and more than intimates a degree of churlishness in Massachusetts on its reception there. A trivial fact throws additional light on the temper Of that assembly: [1706 - 7] they refused to address the queen, in return for her portrait, wherewith she had honored every colony, though the compliment, demanded by the civility of a woman, far less the respect due to the condescension of their sovereign, had impugned no privilege, had imposed no duty, had enforced no act of Parliament.
