In modern society capital and labor are both necessary for industrial production, and capital and labor, the employer and the employee, must therefore cooperate to bring about the greatest efficiency of industrial production and so give, the largest returns to both alike - to capital and to labor. Internal strife and warfare, lockouts and strikes, inevitably bring harm to both sides, no matter who is the winner, and more still to the public, and after all the employer and the employee are both part of the public. Thus the great problem before the industrial world today is the problem of conciliation and cooperation. It is necessary to eliminate the strained relations between employer and employee which now exist to such a great extent and periodically bring about industrial warfare and to replace them by a system of orderly cooperation.
