Excerpt from Retirement: Background and Issues, 1971 White House Conference on AgingThe fifth section of the paper identifies several major issues relevant to improving the retirement circumstances of older people. The issues were formulated by the Technical Committee on Employment and Retirement for consideration by participants in White House Conferences on Aging at all levels and by concerned national organizations. The purpose of the issues is to focus discussion on the development of recommendations looking toward the adoption of national policies aimed at meeting the retirement needs of the older population.
