Excerpt from Road Reform: A Lecture "on the Toll System of Town and County, " Delivered at a Public Meeting Held in Craigie Hall, on the 23d January, 1872In speaking, then, of the toll system of the town, I make a complete distinction between the market customs and dues, and the commutation duty, as the former are to a large extent fair and reasonable charges for a direct bene fit supplied, viz., market or sh0p accommodation provided by the city at great expense, and they are collected at a very small cost, while the commutation duty being essentially a toll, which can only be gathered at the out skirts of the city, is collected at an expense quite out of proportion to the amount it yields, and the annoyance it occasions.About the PublisherForgotten Books publishes hundreds of thousands of rare and classic books.
