Within an arbitrary area com prised within a radius of feet from the court-house square, the city council may order paving and other street improve ments without regard to the wishes or protests of the parties to be assessed to defray the expense. For original paving beyond these limits the council has jurisdiction to act unless the prop etty owners file protest within the designated time.
