Excerpt from Speech Delivered by the Hon. W. J. Hanna, Provincial Secretary: In the Legislative Assembly of Ontario, on the Introduction of the Bill "to Amend the Liquor License Act, " 20th March, 1906Under another section, we deal with the question of second and subsequent offences. We have provided that when an inspector lodges a complaint that should on the facts be called a second or third complaint, he is compelled to call it such. If he neglects his duty in that particular, then there are penalties imposed on him. Then, under another provision in the Act we give protection to witnesses, -protection they-have not had heretofore, - that is, a witness who has, it may be, been a party to a violation gives evidence. Where the demeanor of that witness has commended him to the magistrate, he may get an order of protection, and leave the court without being liable to be penalized for the part he has taken in the transaction. We hope that this will have the effect of bringing forward more freely the evidence in those cases.About the PublisherForgotten Books publishes hundreds of thousands of rare and classic books.
