Of IndianaMr. Clarke of Indiana said he had desired to be excused from dis cussing this question at present, as he was unwell and not prepared to do it ample justice. He had hoped that some gentleman more com petent to the task, would have taken the ¿oor but inasmuch as the question was about to be taken, he yielded to an imperative sense of duty to deliver his sentiments 'on the s He knew not how soon free discussion might be arreste the previous question. Gentlemen of the conservative party had lately become very familiar with the previous question, and had' arrested debate on some very im portant questions, (said Mr. C.) by putting the screws to us and the previous question might be again. Sprung upon the Convention before they were awarest it. He deprecated such a use being made of that rule of the house. The party to which he belonged had never called the previous question before the subject was fully discussed. Fair, Open and honorable debate ought to be allowed, and fair reports should bemade of what gentlemen say, but he Was sorry to observe that some of the penny-mliners who write for the Conservative presses in this city had attacked, misrepresented, and annihilated his friend from Susquehanna, (mr. Read) and they might, perhaps, attack and annihiliate all who were opposed to the banks.
