By the purchase of Louisiana we had acquired a claim to what was called Texas, and our western boundary in that quarter, between us and Spain, was unsettled and undefined. Spain owned the Floridas, which, by a resolution and acts passed in secret session in 1811 and 1812, but not published until 1818, Congress had determined should not pass into any other hands than our own.
