Excerpt from Speech of Mr. Fessenden, of Maine, on the Message of the President Transmitting the Lecompton Constitution: Delivered in the United States Senate, February 8, 1858I read from page 4 of the report, in which it is stated to be eminently proper and necessary for two purposes: first, to enable them to regulate and mould their institutions to suit themselves, and, second, to form a Constitution, preparatory to their admission into the Union.
