Bassoon) in declininga discussion of the constitutional power of Congress to pass this bill, were it not from a belief, that there were others who are not, likehim, prepared to deny the expediency of the measure, but who have become persuaded that Congress does not possess that power, and who will intrench them selves behind the supposed barriers of the Constitution, from whence it may be convenient to sally forth upon the position I have long occupied in these controversies.
