Excerpt from Speech of the Right Hon. Sir Charles Wood, President of the Board of Commissioners for the Affairs of India: On Moving for Leave to Introduce a Bill to Provide for the Government of India, Delivered in the House of Commons, on Friday, June 3, 1853 Mr. Speaker, I Hope, Sir, considering the importance of the subject which it is now my duty to bring before the House, that I shall not bethought unreasonable if I ask for even more than the usual indulgence which on many former occasions it has been my good fortune to receive. I have had at various times to submit to the consideration of the House questions of considerable importance, - at one time, the state of the Navy of this country - at another time, what I believed to be the whole state of Ireland - at another, the whole state of our West India Colonies, and on different occasions the state of the finances of this country, but I never have had, and no man can have had for the last twenty years, to bring forward a question of such paramount importance as that of the whole state of our Indian empire - not in one branch, but in all its branches - and to explain every portion of the measure which I shall conclude by asking leave to introduce for the Government of India, and which is one affecting, either for weal or for woe, the destinies of 150, 000, 000 of our fellow creatures and our fellow subjects.
