Had the author of this monograph realized from the start the full nature of the problem he was approaching, it is possible he would have turned aside. He has since been consoled by the thought that in such a task, failure was not disgrace. The fundamental purpose of the work is to gather from scientific and popular discussions alike the various ideas as to what constitutes reasonableness as between different localities in the adjustment of freight rates, and to reduce them by analysis to that definiteness which many of them so sadly lack. It was hoped that, without attempting a solution of the enigma, the exact issues involved in some of the present conflicts of interest and ideas might be presented with somewhat of added clearness. However, if the work prove in any degree suggestive or stimulating of thought upon this great problem, it will have accomplished, perhaps, all that could reasonably be expected.
The author cannot express sufficiently his indebtedness to his father. Dr. J. B.
