Thomas Wolfe, Assistant Director of the FBI, has learned a secret organization of billionaires intends to detonate an atomic bomb during the president's State of the Union Address and take over the United States. They're called the Order, and they have infiltrated the government and the media as part of a plan that has been in the making for years.Tom is told to drop the case.
