Excerpt from Suggestions for a Plan of Civic Education in the Secondary Schools of India: ThesisThis is the first time in the history of India that the people have ever been given responsibility in governing their own country. Representative form of government was almost unknown in India. From immemorial this country has been ruled by autocratic and irresponsible monarchs. It is true that before the advent of the English, each village was independent, self-sufficient, autonomous and had very little to do with the central government. The village community, was, until recently, a self-contained, self-sufficient, economic unit. Practically all of its economic needs, the need for clothing, £00d and shelter, were met from.within its boundaries. There was very little exchange between it and the outside world. A little salt, some brassware and silver were nearly all that was obtained from.outside, and the exports were no bigger than the imports. Each village was a little world in itself, a world more or less self-contained.2 The central government controlled by an.absolute monarch did not bother with the village as long as it sent the yearly revenues regularly. So the people in the village knew how to rule themselves, and settle their own fights and quarrels.
