Rylands) has brought on today, did not take place when the Budget Resolutions were discussed some weeks ago. On that occasion my honourable friend was anticipated by the right honourable gentleman the member for London (mr. Hubbard), Whose amend ment, not affecting this Budget particularly, but dealing with the whole structure and incidence of the Income Tax, occupied our attention.
