In the present volume an at tempt has for the first the been made to trace the history of this control as a distinct and separate feature of coloniza tion. Attention has been directed to the organs through which it was exercised, to the objects and ideals which were pursued, and to the obstacles which prevented their attain ment. The early stage of development only has been traced, the heart of the subject has been reached. If the inquiry can be pursued through the period of the French wars, and the processes of control as applied to the royal provinces be revealed, a body of precedent will be collected and a point of view attained, in the light of which the events of the colonial revolt will appear in their proper relief.For valuable suggestions in reference to the commercial policy of England, I am indebted to Mr. George Louis Beer.
