Phillips, though very fond of retirement, and eminently happy in the society of his family and intimate friends, was yet willing to discharge the important public trusts to which he was repeatedly called. For many years, he performed the services of a representative in the State Legislature, to the entire satisfaction of his constituents. He was repeat edly chosen an elector at large of president of the United States. For several years, be filled the office of lieutenant governor of Massachusetts, with credit to himself and honor to the community, enjoying the sincere friendship and the entire confidence of governors Strong and Brooks. He was never a partizan or what is termed a politician. Yet he had fixed political opinions, which were the result, not of prejudice, but of careful examination. In his office, as the second magistrate of the State, he was an eminent example of Christian hospitality. From his earliest years, he was a decided friend to the liberties of his country. And in the most critical periods of our political history, his public course was characterized by firmness of purpose, and an undeviating boldness a'nd perseverance in the course which his good sense and judgment had marked out.
